PHP is not running. You opened this page from a disk path (file://). Browsers cannot run post_license.php that way—they only show the raw file. Run serve-dev.cmd in the project folder, then open http://127.0.0.1:8080/login/ (or use Apache/XAMPP with this folder as the site root). See KEYAUTH-SETUP.txt for KeyAuth settings.
